Kampala, 18 June 2026 – The Ministry of East African Community Affairs (MEACA), through its Social Affairs Department, today convened a multi-stakeholder dialogue at the National ICT Innovation Hub to initiate the development of Uganda’s National Action Plan (NAP) on Youth, Peace and Security. The initiative follows a directive from the 6th EAC Sectoral Council on Gender, Youth, Children, Social Protection and Community Development, which urged all Partner States to develop action plans for implementing United Nations Security Council Resolution (UNSCR) 2250.

Adopted in 2015, UNSCR 2250 recognizes the vital role of young people in conflict prevention, peacebuilding, and sustainable development. The resolution is anchored on five pillars: Participation, Protection, Prevention, Partnership, and Disengagement and Reintegration. Bringing together government officials, youth leaders, civil society organizations, and development partners, the dialogue seeks to identify key priorities and principles that will shape Uganda’s National Action Plan. Discussions are informed by findings from an EAC regional study, which revealed that only the Democratic Republic of Congo currently has an operational Youth, Peace and Security Action Plan.

The workshop marks an important step in Uganda’s commitment to strengthening youth participation in peace and security processes and lays the foundation for a comprehensive framework to empower young people as active agents of peace and stability.
